After a decade of poor performance by the City Council, the Government of Tanzania decided to reform and restructure the Local Government System of the City of Dares Salaam. In June 1996 the Government abolished the City Council and appointed the Dares Salaam City Commission as an interim administrative with the broad terms of references of total reform and restructuring.
Towards the best practices that would create greater impact in the improvement of the City’s service delivery, the restructuring programme focused on the following three main aspects:-
- Establishment of three new Municipalities (Ilala, Temeke and Kinondoni) which will be autonomous, responding to the local demands and conditions and delivering services to the best of their abilities.
- To have a City Council playing a coordinating role as a Citywide but largely non-executive institution.
- The Wards to assume a delegated administrative responsibility so as to care for the immediate and basic needs of the residents.
Ilala Municipal Council (together with the Citywide Authority and other two Municipalities) was thus established on 1st day of February 2000 vide Notice No.2 issued on the 21st January 2000.
