ILALA MUNICIPAL COUNCIL

INTRODUCTION:

Ilala Municipality is comprised of urban as well as rural areas. The rural areas cover 9 villages which are in 5 wards. In these areas, there are people who live rural life that is depending on agricultural activities.
The rural development department was established to increase coordination and monitoring of rural areas development. By that time rural development was governed by Local contact.
However the establishment was because of the lack of grass root initiatives and preoccupation of urban issues which lead to overlooking of rural development issues.
As a result there were thee following shortcomings:-
· Deterioration of social service delivery in the rural than the urban.
· Deterioration of economic infrastructure like loads.
· Most programs were directed to urban areas eg. SDP.
· General decline of productivity.
· Life in rural was insecure. There was not any security of their land hence they could just sell it for money.
· TheAdministration as required by local government Act No. 8 was inadequate to drive for provision of a push for rural development.

FUNCTIONS OF RURAL DEVELOPMENT DEPARTMENT

The rural development department has purely coordination and monitoring functions
These functions are:-
· Coordination of social and community services including health and education.
· Coordinating economic activities that are agro based activities livestock and micro rural activities in the rural areas.
· To coordinate environmental related activities and land use in the rural areas.

The tasks of the department are:-
· Identifying social services potentials eg. Health and education plan for and coordinate for community participation.
· Identifying agricultural livestock activities potentials for rural development assist in designing strategies for poverty alleviation, which include establishment of rural micro industries.
· Coordinate and monitor forestation activities and land use including measures for mining activities and protection of water sources in the rural areas.

To perform these tasks, the department is required to collect data and information analyze them and send to the respective implementing department. Thus, there is a need to develop department databank

OFFICE LOCATION:

Rural development department Office is located in the Ilala Municipal Director premised. It is near the Education department Registry Office.

DEPARTMENT’S ORGANISATIONAL STRUCTURE

According to the new structure, the department is a unit under the economic planning and coordination section.
The rural development unit is made up by three sections. These are social services and Community Development, Economic Development and Land Environmental Protection, However the three sections are need by staff each. Diagrammatically the department is shown as:-

SOCIAL AND COMMUNITY DEVELOPMENT SECTION

(a) To coordinate Social service Activities by doing the following activities:-
· To identify existing social services potentials, needs and problems.
· To prepare short and long term rural social development plans.
· To collect date concerning rural social services.
· To coordinate and monitor social services delivery in rural areas.

(b) To coordinate community services activities by:-
· Facilitating formation and strengthening of grass root organization of sustainable social development such as water communities, school committees and health boards.
· To mobilize for community participation in rural development and welfare improvement programs.
· To make follow-ups, monitoring and evaluation of social services programs.

(c) To coordinate functions of village government by:-
· Facilitating functions of village government
· Training village government

RURAL ECONOMIC DEVELOPMENT SECTION

(a) To coordinate agro-based Activities by:-
· Identification of agricultural and livestock potentials for implementation.
· Facilitation of preparation of strategies aimed at alleviating poverty in rural areas
· Collection of data and information related to agricultural activities and send to implementing departments.
· Monitoring and coordinating rural development plans and programs.

(b) Coordination of cooperative activities by:-
· Preparation of inventory of groups and organizations in rural areas.
· Facilitation of self – assessment for cooperative associations in rural areas to identify the need for establishment and strengthening them.

(c) To coordinate Micro-rural Industrial Activities by:-
· Identification of industrial potential.
· Facilitation of establishment of rural micro industries.

(d) To coordinate Rural Infrastructure development Activities:-
· Identifying Infrastructure potential and requirements
· Monitoring the implementation of infrastructural activities including wards, bridges construction and maintenance
· Initiation of short and long tern plans for road construction

LAND AND ENVIRONMENT CONSERVATION SECTION

(a) To coordinate Land and Environmental Conservation activities and Municipal Rural areas by:-
· Collecting data and information pertaining rural land use and environmental conservation and disseminate the same to relevant sectors.
· Monitoring implementation and in advancement of community in development activities such as improvement of hazard lands and afforest ration programs

(b) To Coordinate Legislation and Policy issues pertaining rural land use by:-
· Mobilizing and involve community
· Protecting water sources
· Assisting the community in resolving land disputer.

(c) To Coordinate Rural Land use and conservation plans by:-
· Facilitating development of land use plans
· Initiating short and long term land use and conservation plans.
